Most hair stylists should be able to achieve this cut. It's mostly layers, the hair is blown out and flat ironed, and the ends curled out slightly, and with the side swept bangs in front.

If you have thin or fine hair, this cut won't be good for you as it will take away any body and thickness you have. If your hair is thick and with a slight wave then this style should be a sinch.
